While the transformation of rock music in the mid-sixties was primarily defined by Great Britain and California, New York quietly built a very specific counterculture. The film traces the formation of this defining scene from Andy Warhol's Factory and the pioneering work of the Velvet Underground, through the proto-punk milieu of Mercer's Arts Center and Max's Kansas City, to the legendary era of the CBGB club, where American punk was born.

Using archival footage, rare documents, and reminiscences of contemporary participants, it presents the bands and creators—including the Velvet Underground, the New York Dolls, and Suicide—who laid the foundations of punk music long before the British punk explosion.
